OUR INSPIRATION
Our name stems from a well-known passage in an ancient Roman military treatise titled De re militari. It was written by Flavius Vegetius Renatus – commonly known as simply Vegetius – under the direction of Emperor Valentinian III in the early-to-mid 5th century. While little is known about Vegetius’ life, it is generally understood that he was not a military professional himself, but rather a scholar hired by the Emperor to outline the best practices of centuries of Roman military dominance. In short, Vegetius was one of the first government contractors – an outsider brought in to provide a fresh perspective.
The entry that resonated with us states, “Si vis pacem, para bellum”, or in English, “If you want peace, prepare for war”.
Our interpretation of this timeless axiom, from a financial perspective, is that in order to avoid “conflict” – in this case a loss of capital, loss of market share, loan default, regulatory noncompliance, or insufficient return of/on an investment, among many potential calamities – disciplined preparation and thoughtful analysis must take place to: a) identify the risks involved; b) quantify their potential impacts over multiple future scenarios; and, c) either willingly assume, or take appropriate countermeasures to mitigate or eliminate, such risks. Thus, allowing for peace in turbulent times.

Jason is the Founder and Managing Partner of Parabellum Strategic Group LLC (PSG). With 20+ years of experience between military service and civilian financial advisory roles, he currently focuses on delivering financial services in the critical industries of energy, defense, and financial services.
Under Jason’s leadership, PSG offers a wide array of financial advisory services to both public and private sector clients. These include deal advisory roles for both buy-side and sell-side transactions, strategic financial modeling and forecasting, and asset and business valuation.
Before launching PSG, Jason led Deloitte’s Financial Modeling Center of Excellence where, in addition to serving clients, he established financial modeling and valuation standards and templates, developed and led an annual week-long training course in financial modeling and valuation for each incoming class of Deloitte new hires (2011-2021), and developed and led many training events for clients related to financial modeling and scenario analyses.
Jason has advised clients on a broad spectrum of energy-related assets, including electric transmission and distribution infrastructure, battery storage facilities, power generation facilities (including conventional thermal, nuclear, and renewable generation), upstream oil & gas greenfield and brownfield developments, midstream gas pipelines, fuel distribution operations, power purchase agreements, fuel contracts, emissions allowances, energy efficiency and sustainability programs, and many other energy related assets and businesses.
Jason has worked professionally around the globe, including South and Southeast Asia, Eastern and Western Europe (including Ukraine), Central and Southern Africa, and Latin America. He can speak basic to intermediate Spanish, Russian, and Japanese.
Jason holds a Bachelor of Science in Finance from the University of Florida.
Prior to joining Deloitte and during his time at university, he served as an aviation electronics technician in the U.S. Navy and Navy Reserves for a combined eight years, including deployments in support of combat operations in Afghanistan and Iraq.

David is a Partner at Parabellum Strategic Group, LLC (PSG) with 18+ years of experience in financial consulting, valuation, and financial model validation with public and private businesses, primarily in the financial services industry and civil government sector.
David has led numerous development and implementation engagements for internal and regulatory compliance purposes, including for capital stress testing programs, Allowance For Loan and Lease Losses (“ALLL”) & Current Expected Credit Losses (“CECL”) programs, loan and loan portfolio valuation, and other financial modeling exercises.
These engagements were performed for commercial banking and loan origination/servicing clients and consisted of developing statistical and financial models to project the financial performance of each subject entity under various economic scenarios.
Within the capital stress testing engagements, the econometric and other model outputs were combined in an aggregation tool used to assess impacts of risk items on the balance sheet, income statement, tax and regulatory capital for each supervisory scenario. David has also led model validation engagements for loan valuation models, goodwill impairment models, ALLL models, and stress testing models.
David has also provided valuation and consulting services to regional and national financial institutions around loan valuation (performing and distressed), credit card portfolio valuation, equity valuation, loan pipeline valuation, guarantee obligation valuation, other intangible and other financial asset/liability valuation, impairment testing, stress testing, and financial modeling.
David has served clients in the commercial banking, credit card/diversified financial services, and loan origination/servicing sectors. The analyses of these assets were performed for purposes of assisting clients allocate purchase price paid to assets acquired in an acquisition, analyzing potential acquisitions (unassisted and FDIC-assisted), analyzing goodwill impairment, planning for disposition, and compliance with other financial and regulatory reporting requirements.
David led loan portfolio valuation training at Deloitte, with sessions provided both across the U.S. and internationally.
